The Authenticity and Modernity Party (PAM) has won Morocco’s legislative elections of September 23, 2026, securing 97 of the 395 seats in the House of Representatives. Interior Minister Abdelouafi Laftit announced the provisional results overnight from Wednesday to Thursday.
The outcome reshuffles the outgoing majority. The “tractor party”, which came second in 2021, has now overtaken the National Rally of Independents (RNI), led by outgoing Head of Government Aziz Akhannouch.
The RNI won 66 seats, down from 102 five years ago, losing more than a third of its representation. The Istiqlal Party followed closely with 65 seats. The Justice and Development Party (PJD), reduced to 13 seats in 2021, climbed back to 54 and has re-emerged as a major parliamentary force.
Next came the Popular Movement (29 seats), the Socialist Union of Popular Forces (26), the Party of Progress and Socialism (19) and the Constitutional Union (17). The Federation of the Left and the Democratic and Social Movement won 8 seats each. The Front of Democratic Forces and the Equity Party took 2 seats each, while the New Democrats Party and the Party of Unity and Democracy won one seat apiece.
No party came close to the absolute majority of 198 seats. The King will appoint the head of government from the party that finished first, which means the PAM must now build a coalition. Renewing the outgoing alliance with the RNI and Istiqlal would give it 228 seats. An alliance with Istiqlal and the PJD would total 216. Both options now depend on negotiations between party leaderships.
According to the ministry, 3,006 observers monitored the vote. They included 730 from the National Human Rights Council and 200 international observers.
Turnout, however, stood at just 38.02%, the lowest since 2007. Measured against all adults of voting age, it falls to around 22%. Morocco also has no party that genuinely represents Amazigh activists: the proposed party “Tamunt for Freedoms” has been awaiting approval from the Interior Ministry since 2023.
